Abstract

In December 1990, the Victorian Government's Working Party into Print Media Ownership delivered its Stage One Report into Print Media Ownership to the Attorney-General of Victoria. Called the Matthews Report, it recommended the introduction of legislation to prevent further print media ownership concentration and called for a major public inquiry into all aspects of print media ownership concentration. The Matthews Report suggested specific responses to perceived adverse effects and recommended the establishment of a Press Diversity Tribunal in order to stop the continuing trend towards greater concentration. The government did not embrace the Matthews Report with much enthusiasm, but a House of Representatives Select Committee on the Print Media was later established to inquire and report on, among other things, the adequacy of current legislation to foster competition and diversity of ownership.
